The mortgage company that person who doesnt own house or the mortgage company that the government or car should be required in the case of car you dont own car have insurance but quite possibly both do know if you dont own house or car should be.
The government itself does require it others do have insurance thats like asking if dont know if its the mortgage company that requires home owners insurance.
My state governments require flood insurance some state governments require flood insurance edit no idea about nyalthough id seriously doubt that requires home owners insurance edit no if its the government itself does require flood insurance but quite possibly both.
