Buying a home in L.A., average home insurance and property tax?

We are looking to buy a home in the L.A. area and are just wondering if there is an average, or a median for property taxes (is it 1% of the home price in CA?) and insurance. We are trying to calculate total monthly payment and how much we could afford. Looking at $350-500k range.

Can you rent a House out to a Person with out Insurance on the Home?

I have a neighbor that has a place next to ours, he is renting it out, but it has No Insurance on it.. Plus he has an other place where he is running a Electric cord from 1 home to the Next for Power. Never got the meter box hooked up and he rents it out to.. Is that leagal?? Am afraid if the caught fire and spread to mine,, I would be at a loss…..

is it true that home insurance goes up if there is a dog in the house?
